After Minicon 38, the chairs heard from two members complaining about the behavior of the young man in question. His behavior had made the convention sufficiently not fun that they planned to not become members of Minicon 39. And indeed, they did not become members of Minicon 39. (I don't know if this qualifies as hearsay, as the members in question told me this directly).

Consequently, the M39 chairs told the young man in question that people had complained about his behavior at M38, and he needed to clean up his act for M39.

As far as eyewitness testimony being dismissed, I suppose it depends upon which eyewitness one wishes to believe. The chairs also heard eyewitness testimony from the adult volunteers who were working in the con suite at the time of the incident. I don't believe the eyewitness testimony of the adult(s) entirely matches the eyewitness testimony of one of the fellow miscreants.

And by the time M39 happened, neither Larry nor Laura were on the board. Which pretty much makes it impossible for them to prevent the board from taking action, if they so desired. The local bully asked the board to censure Larry and Laura Jean; based on the results, I'd say the board declined to do so.
