Well, that's a statement that is pretty obviously very locally specific. If Philadelphia has plenty of cheap housing that's great, but it has no bearing on the situation anywhere else.

I don't think it has much bearing on the Bay Area (a point Atrios addresses), but I actually think it's rather more applicable elsewhere than you acknowledge. Minneapolis, for example.
