Anyone living in the city who starts a drum jam on their front lawn at 0100 (yes, that's one hour after midnight) is a pretty sorry excuse for a human being.

Ouch. Yep, pretty sorry. Even worse than people who mow their lawns at 8am on weekends.

11am is about right for me. I was going for a bad example that nearly everybody would acknowledge as bad, rather than looking for the actual cut-off time.
