The White House has restored cash bonuses for political appointees at federal agencies, a practice President Bill Clinton halted after he concluded that the first Bush administration used the system to hand out extravagant payments to "political cronies".

A week ago Bush cited a "national emergency" to deny thousands of federal workers the pay raises Congress sought.
The above makes it abundantly clear to me why the administration was so adamant about removing workers from Civil Service when they become part of the Department of Homeland Security...
